The California Permit Streamlining Academy is a competitive opportunity for jurisdictional executives and staff to participate in a training and professional consultation process. The application packet should demonstrate executive commitment, staff participation, and the jurisdiction’s ability to implement measurable process improvements. This approach will help ensure the training yields practical, measurable improvements within each participating jurisdiction.

We are not looking for the best jurisdiction; we are looking for those that need help and can move the needle in their city or county with this training. View the program agenda for Cohort 1 for more information about the training.

Cost and Stipend for Training and Cohort Participation:

Jurisdictions that are chosen to participate in a cohort will pay a registration fee of $500 per team member, non-refundable to cover the cost of food, facility rental, parking, etc.

Upon completion of the training, presentation of the final case study, and participation in the exit interview, the jurisdiction will receive a $25,000 stipend to implement their permit streamlining solutions, including offsetting the costs of cohort participation.

  • Must include an Executive Lead (CAO or CM), a Director of Planning and/or Community Development, and Economic Development Manager
  • Optional staff: Building Dept Director, Permit Tech/Front Counter Person, Public Works Director, Fire Marshal, IT, or equivalent positions

              Jurisdictional Support and Commitment

              Please include the following documents or information to show jurisdictional support from the leadership for participation in the Permit Streamlining Academy.

              1. Governing-body resolution or commitment letter signed by the city manager, county administrative officer, or other executive with implementation authority and agreement to hear final presentation and proposed changes to improve the process from cohort.
              2. Letter explaining:
                • the need for permit assistance;
                • project lead and participating departments with explanations as to why these participants were chosen; and
                • the jurisdiction’s commitment to training, technical assistance, implementation, baseline data collection, and measurable change.

              Note: If applicants choose to satisfy all requirements in one letter, they only need to upload the one document.

                Case Study

                • Identify a specific project or permitting process that you want to streamline. What problem are you hoping to solve?
                • How streamlining this process will benefit your community, applicants, staff, and other stakeholders.
